A standing rule
Representation is a rule, not a preference
Under the party constitution, every wing and every committee must carry representation for Scheduled Castes, Scheduled Tribes, Backward Classes, minorities and women. It applies to the state body and to the booth committee equally.
A party that asks for social justice in government should practise it in its own rooms first. That is why the make-up of these bodies is published rather than just claimed.
